We need all Alliance member organizations to issue "Memorandums of Support" for each of our bills.  Everyone must do their part and give these bills 100% participation and support if you ever expect to see any of them become law to benefit all retirees now and in the future ! We are  a huge, dedicated voter block to be reckoned with later at the election booth, where we can hold legislators accountable either for their positive support or lack thereof !  The legislators need to know they work for us (all NYS Retirees) and not just their own personal political interests.

New Business:Discussion about University Club forthcoming rate increases effective January 1, 2020.  investigation underway by President Kolner with multiple locations and venues in the Albany area that will meet our needs.

It’s important for us to support this type of legislation, as that would set a precedent to protect retirees who were guaranteed these benefits.Upon retirement, retirees can no longer negotiate or have a voice through collective bargaining.Their only resource of protection is through their elected officials.It is also important that we visit with legislators and communicate through Memoranda of Support to make sure our voice is heard.

In order to make the sponsors aware, we ask that each National NYCPD 10-13 member CALL the individual sponsors, Senator Stewart-Cousins and Assemblyman Carl Heatsie.  The call can be “short and sweet”.  Just mention that you are a member of the National  NYCPD 10-13 Organization, as well as a member of the Alliance of Public Retirees Organization of New York.  State the importance of the Bill to all retirees and veterans and the need of the sponsors’ support.

We ask that you call your district Senator and Assembly Representative and ask them to co-sponsor and support the above Bills.  Please make the calls.  The more calls the sponsors, your District Senator and Assembly members receive the better chance we have in getting the Bills passed.

 In addition, the more Senators and Assembly members who co-sponsor and support our bills, we stand a better chance of the Governor approving the bills.  Remember, there is strength in numbers!  These Bills will benefit all of us.  If we do not actively stand-up for ourselves, then Who Will??

 LEGISLATIVE REPORT:

Our annual was held on April 9, 2019 from 12:00 pm to 4:00 pm at the 3rd floor terrace of the New York State Legislative Building.We had a very nice turn-out thanks to our nine member organizations present and especially to the National 10-13 and Hudson Valley 10-13 who brought a bus load of thirty five retired NYCPD Police Officers to lobby with us also.We broke up into teams to maximize being able to visit multiple Legislators, who have sponsored our bills both in the present and the past along with visits to additional legislators about Co-Sponsoring all our bills.

There were two most important meetings of the day scheduled.One meeting was with Senator Gounardes, who has replaced long time Senator Golden, with regards to getting our COLA Bills submitted for the 2019-2020 Legislative Session.Once Senator Gounardes submits our COLA Bills, then they can be submitted in the Assembly. Our second most important meeting was with Assemblyman Abbate who has submitted our COLA Bills in the past.Both Senator Gounardes and Assemblyman Abbate gave us the impression and assurance that they both will move forward on submitting these most important COLA Bills for us. Many other visits took place during the day, requesting Legislative Co-Sponsorship of all our bills. 

Another purpose of LOBBY DAY is to visit the Legislators whom have already submitted bills for us this 2019-2020 Legislative Session and express our appreciation directly to them, thanking them for their continued support of all New York State retirees.

 

At the conclusion of our LOBBY DAY everyone gathered together for a brief synopsis of our efforts. Everyone who participated felt and reported that this was probably the most productive LOBBY DAY in recent years on behalf of retirees.A lot of positive feedback, comments and commitments were received from all the Legislators our members visited and spoke too. A great day for all.

Pending submission of our COLA Bills in both the Senate and the Assembly.

CALL TO ARMS:

All individual New York State retirees, their family members, friends and neighbors need to either call, write, e-mail, fax or speak directly with your individual Senator and Assemblyman in your home districts, requesting them both to sign on as CO-SPONSORS to our four bills listed above !  We need to fill the pages on each bills with every Legislator signing onto these bills as Co-Sponsors which will greatly enhance and improve our chances of getting these bills passed through both houses and signed into law. 

All Alliance Member Organizations are requested to write Memorandums of Support to each Legislator immediately and mail them directly to the Legislators who sponsored our bills.   PLEASE SEND ME AN ORIGINAL SIGNED COPY TO THE ALLIANCE.  

 Retirees worked very hard for all their benefits, over their loyal careers as  New York State public employees, to be able enjoy a comfortable life  style in retirement that is free of stress.  Retirees should not have  to  chose between paying health insurance costs or buying food, drugs,  clothing or paying for heating or electricity to live comfortably in retirement!  It's unconscionable that retirees can't live stress free and  have peace of mind.  They earned it !  

Stress the fact that it has been 19 long years since the implementation of the existing COLA and there has been no enhancements made to that COLA to keep pace with inflation and the cost of living on a fixed income for all retirees ! Retirees deserve much better treatment.

Apr 8      Attached is our 2019 Legislative Agenda for LOBBY DAY on Tuesday April 9, 2019.

 

I would request that each member organization draft " Memorandums of Support " for those bills which we have 2019-2020 bill numbers assigned.  Please send me an original, signed copy of each Memo and I will send a packet of those Memos to the appropriate bill sponsors and Committee members upon receipt.

 

Generally, in past years we would have already done this BUT due to the new bill submission restraints placed on us by the Democratic controlled Senate and Assembly, our getting bills submitted and numbered in a timely manner has now become a frustratingly long, delayed process, which we must adapt too and persist until we get those bills submitted and numbered.  We will never give up ! 

 

Case in point is all five (5) of our COLA Bills, which we have been submitting every Legislative Session, have yet to be submitted for the 2019-2020 Legislative Session, in either the Senate or Assembly, despite our vigorous efforts to make this happen.

 

We will continue to persist with these COLA Bills and we have a meeting scheduled with Senator Gounardes on LOBBY DAY, who has replaced Senator Golden who always submitted all five (5) of our COLA Bills for the Alliance.  Hopefully we will convince Senator Gounardes to do what's right for retirees, proceed forward and submit our COLA Bills after our meeting with him.

If you can't attend LOBBY DAY, then please call, write, e-mail or FAX Senator Gounardes requesting him to step up and do what's right for all NYS Retirees by submitting our COLA Bills and move them out of Committee.  This methodology of flooding a legislator's office by all these methods is a proven way to get their attention and force them to do what's right for Retirees !

Please take the time to stop in, sign in their guest book (very important) and thank the Senator and Assemblywoman for their time and help submitting and sponsoring our Forgotten Veterans Supplementation Bill.  Request that both of them move the bill forward ASAP as this bill applies " TO ALL THE FORGOTTEN VETERANS " who so proudly served our country.  NO VETERAN SHOULD EVER BE LEFT BEHIND, NOR LEFT UNRECOGNIZED BY THE STATE OF NEW YORK !  AS IT STANDS NOW THERE EXISTS A LARGE CONTINGENT OF VETERANS FROM WORLD WAR TWO, VIETNAM, KOREA AND UP TO THE MIDDLE EAST CONFLICTS THAT RECEIVE NOTHING AT ALL !  Many of these Forgotten Veterans returned home and continued their public service by becoming career Police Officers, Firefighters and other public service employees across New York State and at the very least deserve acknowledgement for their service !  Now is the time to make this right for every FORGOTTEN VETERAN as it's long overdue ! Please take the time to stop in, sign in their guest book (very important) and thank the Senator and Assemblyman for their time and help sponsoring our Health Protection Bill.  Health insurance protection as a retiree is the number one most important concern to any retiree.  Retirees worked hard for this benefit, many did not have the contractual language stipulating this coverage but did receive this coverage under past practice, as promised to all the retirees.  Those retirees who are not so fortunate to have any kind legislative protection, as the retired school teachers have had for quite some time, now need this legislative protection in order to survive their retirement with quality health care, which is not an option.  Retirees should not have to chose between paying health insurance costs or buying food, drugs, clothing or paying for heating or electricity to live comfortably in retirement!  It's unconscionable that retirees can't live stress free and have peace of mind !

Please take the time to stop in and demand that the Senator submit and sponsor all five of our COLA bills.  At the same time EVERYONE PLEASE STOP INTO ASSEMBLYMAN ABBATE'S OFFICE, THANK HIM FOR SUBMITTING THREE OF OUR COLA BILLS LAST YEAR AND DEMAND THAT HE SUBMIT AND SPONSOR THE SAME THREE COLA BILLS ASAP.

Please stress the fact that it has been 19 long years since RETIREES saw the implementation of the existing pension COLA and that there has been no enhancements made to the present COLA to keep pace with inflation and the cost of living on a fixed income for retirees !  Retirees deserve better than this !  Retirees earned, deserve and need COLA financial considerations and enhancements on a regular basis to their pensions to maintain a respectable quality of life for being loyal NYS employees.
